Position Description / Responsibilities
The Tennessee Department of Labor and Workforce Development, Adult Education Division, is seeking to hire a director of academic services ("director"). The director works as a member of the state’s program development team to design, implement, and maintain high-quality academic services for students in local adult education programs across Tennessee. They work with the state staff and local program leaders to improve learning and instruction and achieve ever-improving student outcomes. The director authorizes and oversees the curriculum and instructional practices in local programs, and recommends curricular resources and best practices. They ensure that programs of instruction are robust, standards-based, and effective in achieving student skills gains. They establish innovative teaching and learning practices statewide, in accordance with the purpose and requirements of the Adult Education and Family Literacy Act (AEFLA).
The director also oversees the design, implementation, and usage of a learning management system (LMS). The director serves as the primary architect of the online learning system by creating course shells, designing learning content, and developing formative assessments within the LMS, as well as providing significant training and professional development to support the implementation of the LMS in adult education programs across the state.
The ideal candidate will have extensive experience teaching and leading in traditional educational settings. They will be trained and experienced in instructional design and technology, including designing and teaching in online learning environments. They will have experience instructing adult learners (including those who have barriers to education and employment) and have knowledge of the latest research in adult learning theory and online learning. They will have experience with curriculum development and a thorough knowledge of standards-based instruction (College and Career Readiness Standards for Adult Education, Tennessee academic standards, Common Core State Standards, etc.). They will have a robust knowledge of pedagogy and content knowledge (preferably in English literacy and/or math), and a record of achieving successful student outcomes in their career.
The position is located at the TN Department of Labor and Workforce Development in Nashville, with 10% - 25% statewide travel expected to facilitate in-person observations, training, and professional development activities.
Establish systems and processes for overseeing and evaluating the teaching and learning taking place across Tennessee in local adult education programs
Work with local program leaders to establish, measure, and improve curriculum and instruction plans and practices, and ensure alignment with College and Career Readiness Standards for Adult Education and the requirements of AEFLA.
Lead efforts to design and implement innovative solutions to improve student engagement, retention, and skills growth
Serve as a project manager for the implementation and maintenance of a learning management system for adult basic education (ABE) programs in Tennessee
Design course shells and online learning content within the LMS that is engaging, contextual, and relevant to the needs of an adult learner, which help learners progress through educational levels and stay engaged in the learning process
Serve as the primary instructional design and educational technology consultant for ABE providers in Tennessee
Provide technical assistance and professional development related to online learning and technology for ABE instructors, program directors, student coordinators, and other practitioners across the state
Work collaboratively with the Tennessee Board of Regents and other higher education systems in Tennessee to establish alignment and contextualization of ABE with post-secondary curriculum standards and programs
Create supporting materials and professional development resources to improve the knowledge and capacity of adult education providers to deliver effective online learning programs, and to improve the teaching skills of adult education instructors
Design formative assessments, key performance indicators, and other evaluation metrics to measure student growth as well as the overall effectiveness of online learning courses
Establish minimum instructional standards and related policies regarding online learning for ABE programs in Tennessee
Bachelor’s degree in education, instructional design, educational technology, or related field
Minimum 2 years teaching students in a professional setting
Minimum 2 years designing online learning content
Current educator/teaching license
Certification/specialization in English literacy and/or math
Master’s degree in education, instructional design, educational technology, curriculum and instruction, adult learning, or related field
5 or more years teaching students in a professional setting
5 or more years designing and teaching online learning content
Experience developing curriculum for English literacy and/or math
Experience as an adult basic education instructor
Experience teaching online courses as an adjunct instructor/professor in a post-secondary education setting
Education leadership experience
Experience evaluating teachers and educational programs
Experience working in Canvas, D2L, Blackboard, or a related LMS
Basic HTML, CSS, and Flash programming knowledge
Visual design skills (Photoshop, Illustrator, InDesign, etc.)
Understanding of adult education and workforce development systems in Tennessee, including high school equivalency (HSE), English as a second language (ESL), the Workforce Innovation and Opportunities Act (WIOA) programs, the Tennessee Board of Regents, TN Promise, TN Reconnect, etc.
$55,000 - $65,000 commensurate with experience
