TennCare is Tennessee’s Medicaid program providing health insurance coverage to 1.3 million Tennesseans which includes certain groups of low income individuals such as children, pregnant women, adults with physical disabilities, and caretaker relatives of young children.  TennCare currently covers one out of every five Tennesseans and 50% of all births, with an annual budget of $12 billion.  TennCare partners with its managed care organizations (MCOs) to provide high quality integrated physical, behavioral, and long term care to its member.

JOB AND DEPARTMENTAL OVERVIEW

 

TennCare’s Medical Office is at the forefront of leading innovation and building clinical care models to support TennCare’s mission. The Division of Quality Improvement falls under the direction of the Chief Medical Office. Operationally, the Quality Improvement Division works closely with several TennCare divisions to lead development and execution of a comprehensive quality strategy. Additionally the Quality Improvement team plays a strategic role in TennCare initiatives focused on improving clinical care and outcomes for TennCare members, including primary care transformation and population health. Externally, the Quality Improvement Division works closely with TennCare’s contracted organizations and other state agencies to provide improvement of quality performance and data reporting for TennCare members. The Quality Improvement Data Analytics Director will be a key leader on the Quality Improvement (QI) Team reporting to the Chief Quality Officer.

   

RESPONSIBILITIES

 

·        Lead the QI Data Analytics team to perform data analysis to generate insights for clinical quality improvement and support quality reporting requirements

o   Evaluate quality measures at the individual provider or aggregate level using relevant information, individual judgment, and NCQA and CMS specifications

o   Develop deep-dive analytical processes to evaluate health outcomes data to identify potential areas for improvement across medical, pharmacy, and dental programs

o   Coordinate and support submission of yearly quality reporting metrics such as CMS 416 EPSDT rates and CMS Child and Adult Core measure set

o   Provide analytical expertise to review and summarize complex reports for the evaluation team and others upon request

o   Query, collect, prepare, and safeguard data or information necessary for CMS, legislative requests, and other reports

o   Analyze and trend data to assess program participation and programmatic progress

 

·        Partner with clinical data lead to support Quality Improvement leadership in development of TennCare Quality Strategy

o   Present relevant reporting information or quality data, both formally and informally, to small and large groups

o   Supports Quality Improvement and Medical Office leadership in quality strategy development and special projects

o   Provide analytical strategy and support for Quality Improvement teams including Population Health, EPSDT, Meaningful Use, and Patient Centered Medical Homes

 

·        Analyze and review current and ongoing TennCare opioid strategy and payment reform policies

o   Lead TennCare Opioid Dashboard development to monitor, analyze, and review prescription patterns and inform member engagement

o   Develop and track quality metrics and opioid use disorder (OUD) patient health outcome data for those receiving medication assisted treatment in TennCare’ s new OUD Treatment network

o   Study overall epidemiologic trend of major TennCare OUD related trends (NAS, Overdose deaths, ER and Hospital Utilization)

o   Support emerging value-based payment strategy and innovation through development of key outcome metrics that can be tied to payment and performance

o   Partner with TennCare Managed Care Organizations to develop common data analytical approaches for common quality outcome measures

 

·        Manage a team of approximately 3-4 staff including statistical research specialists

o  Provide technical assistance to programmatic staff related to design of data analysis

o  Provide ongoing feedback to staff in order to continue high performing behaviors and identify areas of improvement

o  Develop and sustain strong team culture in partnership with Chief Quality Officer

o  Partner with TennCare Health Care Informatics team on overall TennCare health quality data analytic strategy


Position Requirements

MINIMUM QUALIFICATIONS

 

·        A doctorate's degree in epidemiology, biostatistics, applied statistics, health informatics, public health, or related  field

- OR –

 

A master's degree in epidemiology, public health, biostatistics, applied statistics, health informatics, or relate field with experience equivalent to 2+ years of work experience in health care informatics and quality measurement

 

·        2+ years’ experience statistical and analytical experience using SAS and/or SQL 

·        2+ years’ experience in data visualization and communication to external stakeholders

·        Strong computer skills including mastery of Microsoft Office applications such as Excel, Access, Word, and Power Point, as well as statistical software applications

·        Strong, clear, and concise oral and written communication skills

·        Strong organizational skills, including the ability to prioritize, multi-task and manage workload to meet specific timeframes and deadlines

 

DESIRABLE QUALIFICATIONS

 

·        Experience managing a team in professional environment

·        Experience in healthcare field and/or with quality measurement

·        Experience in Tableau or related data visualization software

·        Experience with population health, clinical analytics, and medical claims

 

COMPENSATION: Compensation and benefits arrangements are competitive and will be commensurate with the selected candidate’s experience and responsibilities of this position.
