Position Description / Responsibilities

As the backbone agency for the Tennessee Alliance for Economic Mobility (TAEM), a new public-private partnership compromised of 32 organizations, the Martha O’Bryan Center is now hiring positions that will be critical to the collaborative’s success. Through a three-year $25 million investment from the Tennessee Department of Human Services, TAEM will reimagine how to support families in moving out of poverty and into opportunity. Across 7 counties, TAEM will support 900 families in moving beyond the benefits cliff—the point when families abruptly lose their benefits due to often nominal increases in income (think: just a few dollars more per hour), which leaves families worse off financially when they increase their income. In making the most fiscally responsible decision for their families, many limit their potential by not pursuing increased earnings or education in response. Through an innovative transitional benefit, financial counseling, family-centered coaching, wrap-around supports, and equitable access to employment and education pathways, TAEM will demonstrate a new way forward for the Tennessee safety net, thus creating a scalable statewide solution that incentivizes employment and increases family self-sufficiency.

The TAEM Assistant Director supports the overall strategy and implementation of TAEM’s pilot, supporting the backbone organization, collaborative partners, working groups, and advisory committees in completing activities as outlined in the strategic plan, logic model, and timeline. This is a full time, regular position, located at the Martha O’Bryan Center. This position reports to the TAEM Director.
Salary Range: $45,000 - $55,000
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
- Maintains and monitors status of project activities and outcomes on an ongoing basis.
- Supports TAEM’s compliance with TDHS requirements, fulfillment of the implementation grant as outlined, and accountability of the system, its vendors, and partners.
- Co-creates a culture that centers people within the system and fosters their learning and growth.
- Serves as lead contact for TAEM partners related to issues that are not addressed by or through other TAEM teams or positions; helps address challenges and opportunities that are surfaced.
- Supports success of Data and Evaluation Senior Manager, Capacity Building Senior Manager, and Communications Senior Manager, and Senior Finance Manager.
- Supports the success of county working groups in building county-level capacity, specialty working groups in effecting systems-level change, and infrastructure support groups in building TAEM’s internal capacity to execute its Social Marketing and Strategic Communications Plan, Data and Performance Management Plan, and other defined needs.
- Addresses challenges and opportunities surfaced by staff that represent each role (e.g., Family-Centered Coaches, Benefits Specialists, Employment and Education Specialists, lead navigators and specialists, County Resource Navigators) to support their success; asks for help as needed.
- Develops and send communication as requested by the TAEM Director. Supports communication with TDHS and execute requests.

Education and Experience:
- Bachelor’s degree in Human and Organizational Development or related field.
- 3 or more years of experience working in project management and people management.
