SUMMARY:
Under the general direction of an Assistant Commissioner of the Tennessee Department of Veterans Services, the Regional Director 2 is responsible for supervising, providing direction and guidance and mentoring of professional staff located in two office locations across West Tennessee. Further, the Regional Director 2 serves as a collaborative problem-solving partner for county veteran service officers located in 30 counties in the Department’s West Tennessee Region. Performance of these duties requires frequent interaction with county veteran service officers, veterans, dependents and survivors, members of the public as well as State and Federal employees.
PRINCIPLE DUTIES AND RESPONSIBLITIES
1. Promote customer service to maintain positive customer relationships and to enhance the customer experience. Through leadership, mentoring and collaborative efforts ensure
customer needs are being addressed effectively, efficiently and timely.
2. Organize and prioritize personal workload and the workload of assigned employees using calendars, spreadsheets, and other instruments to ensure timely and accurate completion of work.
3. Exercise judgement and discretion in establishing, applying and interpreting policies and procedures as well as the ability to initiate and implement policies and procedures and to evaluate their effectiveness.
4. Establish and maintain favorable working relationships with other members of the
department, other government agencies and Department stakeholders. Make presentations to various representative groups and the general public on veteran related matters.
5. Research and maintain a familiarity with eligibility for federal and state benefits available for  veterans, dependents and survivors and maintain a working knowledge of Title 38 of the Code of Federal Regulations, Title 38 of the United States Code, and VA’s Adjudication Procedures Manual (M21-1).
6. Utilize a variety of computer and web-based tools including but not limited to Microsoft
Office programs, the VetraSpec Claims Management System and U.S. Department of
Veterans Affairs systems.


Position Requirements

MINIMUM QUALIFICATIONS
Education and Experience: Graduation from an accredited four-year college or university with a bachelor’s degree or military pay grade of an E-7 or above with an honorable discharge. 
Substitution of Experience for Education: Qualifying full-time Veterans benefits experience may be substituted for the required education on a year-for-year basis, to a maximum of four years.
Necessary Special Qualifications:
Applicants for this class:
1. Must have a valid driver’s license.
2. Must be accredited by the U.S. Department of Veterans Affairs within 6 months of
employment.
3. Must be able to obtain and maintain a Personal Identify Verification Card (PIV) issued by the U.S. Department of Veterans Affairs, which requires the successful recording of a Special Agreement Check (SAC or 10 fingerprint check) and National Agency Check with Written
Inquiries (NACI) or higher background investigation with U.S. Office of Personnel
Management.
Preferred Experience:
1. Have a minimum of 2 years VA benefits experience.
Examination Method: This is an Executive Service position and the examination is determined by the Department Commissioner.
