Position Description / Responsibilities

JOB SUMMARY:

Experienced government affairs strategist with the knowledge and relationships to advise THA staff and members on federal matters impacting hospitals and who will lead the development and advocacy of the THA federal policy agenda. This entrepreneurial individual will guide and grow the association’s interactions and grassroots efforts with members of Congress, the White House, and relevant federal agencies to reach positive outcomes for THA members.

ESSENTIAL FUNCTIONS OF THE JOB:

1. The ability to adapt to a changing work environment and meet challenges presented throughout the day.
2. Works with THA staff and the THA Board of Directors to develop THA’s federal priorities annually and as needed as issues evolve throughout the year.
3. Develops messaging for THA’s federal priorities.
4. Serves as the primary in-house liaison to the Tennessee Congressional delegation. Interacts frequently with delegation staff.
5. Schedules periodic and ad hoc meetings between THA leadership and members of the delegation, often also including Tennessee hospital CEOs. Leads prep meetings and develops talking points for THA leadership and hospital CEOs.
6. Drafts emails and letters to members of Congress and administration officials.
7. Manages Washington, DC, based contract lobbyists that serve as THA’s daily eyes and ears on the ground in the nation’s capitol.
8. Leverages contract lobbyists for assistance with issue analysis, relationship development and maintenance, and coordination on priorities and messaging.
9. Travels to Washington, DC, multiple times per year to meet with delegation staff and members and agency contacts as well as conduct other business.
10. Communicates regularly with THA staff regarding congressional and executive branch developments and actions that could impact hospitals.
11. Collaborates with appropriate THA staff on analysis of bills and proposed rules impacting hospitals and develops THA’s position on issues, while updating and consulting the THA Board of Directors as needed.
12. Communicates federal updates and engages THA member CEOs, government affairs officials, and other hospital leaders in direct advocacy with Tennessee’s delegation.
13. Creates and approves content for THA federal relations publications and related materials.
14. Works with the THA CEO and COO to ensure THA maintains maximum credibility with federal officials and is as effective as possible in advocating on matters impacting hospitals.
15. Must be available for out-of-town travel approximately 20 percent of the time, be able to drive an automobile and maintain a valid driver’s license.


Position Requirements

EDUCATIONAL AND EXPERIENCE REQUIREMENTS NEEDED TO PERFORM THE DUTIES OF THE JOB:

1. Bachelor’s degree required. Graduate degree preferred.
2. At least 10 years of experience working in federal and/or intergovernmental affairs is desired. However, five or more years working on Capitol Hill or at the U.S. Department of Health and Human Services would also be considered.
3. Experience staffing a key healthcare committee in Congress or staffing a member of one of the healthcare-related committees highly desired.
4. A minimum of five years’ experience in government affairs in the healthcare industry is required.

SKILLS REQUIRED TO PERFORM THE DUTIES OF THE JOB:

1. Excellent relationship skills and the ability to represent THA and its members with professionalism and the utmost integrity at all times.
2. Keen political instincts and the ability to anticipate and prioritize as well as manage the organization’s political capital effectively.
3. Outstanding problem-solving skills and the ability to navigate political, policy, and financial considerations simultaneously.
4. Entrepreneurial spirit and the ability to shape and grow an expanding part of the organization’s advocacy.
5. Highly experienced with both conceiving and executing a strategy.
6. Excellent communication skills, both written and oral.
7. The ability to quickly respond to unexpected issues.
8. Clear understanding of and the ability to communicate detailed federal legislative and regulatory processes.
9. In depth knowledge of ongoing healthcare funding matters before Congress (e.g., delaying DSH reductions, Medicare sequester suspension, COVID response and recovery, etc.).
10. Experience and familiarity with landmark and recent significant healthcare legislation (e.g., Affordable Care Act, 21st Century Cures Act, etc.).
11. Experience and familiarity with proposed regulations of significance to the hospital industry (e.g., annual IPPS and OPPS rules, MFAR, etc.)
